The following discussions were recently posted on Norskklassen for Windows OS. I have not tested any of them (as I use a Macintosh).
A general keyboard can input ø æ å and ØÆÅ if you are using Windows XP.
Just install the input method of Norwegian (Bokmal) in:
Control Panel-> Regonial and Language Option -> Languages -> Details
Click "Add", choose "Norwegian (Bokmal)" in Input language, Keyboard
layout is "US", then "OK"

Turn on caps lock to input captial letters.
All you have to do is look for the little "EN" in small font on the taskbar
of your Windows computer, perhaps only with XP. It should be next to the
little icons on the right end of the taskbar. Right click on it, click on
settings, click "add", and then find any language you want, and that will
most likely be norwegian (Bokmål). Change the keyboard layout in the
dropdown table underneath language imput to Norwegian (if they ask for
Bokmål or any other kind, you know what to do). Anyways, this will add
Norwegian to the language you can pick. Apply the changes, and then all you
have to do from now on is left-click on the "EN" icon thing that I told you
about, then click on Norwegian. This will change it for your keyboard
buttons- the colon key, apostrophe key, and the left end parenthesis key are
changed to the ø æ å keys, and that means with shift, you can use Ø Æ
Å, which saves you like 6 codes to learn. Also, some of the other keys are
switched around, with the Shift version of "2" becoming "", and the "?" and
the "_" keys are switched. There are a few other changes, you can figure
them out. Once you have this down pat, it can be really nice. Just do not
try to use the apostraphe! That is annoying!
As far as I know, for norwegian keyboard you can either use the shortcuts Alt
+ "number" (I have memorized them but you can check those out at
WORD/insert/symbol) or go to the control panel/keybord/idiom and change it
to norwegian (I don't like the second option too much)... Hope this helps a
bit - I bet there is an easier way though :)
I just switched completely over to the Norwegian keyboard; it makes it
easier for me to type German and Spanish as well, and doesn't really
mess up the keys you use the most. If you like to type a lot of
languages, you could design your own keyboard layout with "Microsoft
Keyboard Layout Creator" which is really easy and nice to use. Or, if
you have microsoft, you can just go to setting and languages and you
can make a little bar at the bottom so you can easily switch to the
Norwegian keyboard anytime you want, and back. I have that for
Japanese. ;) Hope that helps!
I do know how to do it in my dutch settings.
Click on start, control panel, date time and landsettings
Choose country settings -- anyway
you will see a globe icon)
Choose laguage tab.
Click on details en add your language.
In dutch it is much easier to explain :)
