The Colloquial book is OK if it meets your needs. It is a solid work. Probably about the same (in approach, explanations etc), as "Teach yourself".
Also the "Hugo -- Norwegian in Three Months" is fine. (these are all on my website: http://www.norwegianlanguage.info/resource/selected.html

The Strandskogen grammar is quite good, too. Both my (link below) and Standskogens' is reviewed on Norskklassen's page:

As for a dictionary, I always recommend: Einar Haugen's Norwegian-English Dictionary: A Pronouncing and Translating Dictionary
of Modern Norwegian (Bokmål and Nynorsk) with a Historical and Grammatical Introduction

It is only Norwegian to English, and I am convinced that that is what beginners should stick to, until they are experienced enough with Norwegian
to choose among the Norwegian words if you look up an English word in an English-Norwegian dictionary.

If you insist on a dictionary that goes both ways, I recommend Lingua: engelsk-norsk, norsk-engelsk skoleordbok.
