CEF- Common European Framework of Reference for Languages:
The CEF proposes six common reference levels, each requiring a certain number of learning hours:

A1: Breakthrough: c. 90 learning hours
A2: Waystage: c. 180-200 learning hours
B1: Threshold: c. 350-400 learning hours
B2: Vantage: c. 500-600 learning hours
C1: Effective Operational Proficiency
C2: Mastery: c. 1000-1200 learning hours

The CEF is now regarded widely in Europe as the yardstick against which proficiency in
languages is measured and related to national and international examinations.
(CEF = Common European Framework of Reference for Languages)
This is about the Council of Europe language policy and the web site for that is:
http://www.coe.int/T/DG4/Portfolio/?L=E&M=/main_pages/introduction.html
There is a page about each stage of learning a language there. Here is the direct link to that document:

The US State Department Foreign Service Institute (the teaching arm of the department)
has developed a scale for various categories of difficulty (for English speakers) to learn
languages. Norwegian, French, Swedish etc are all category I (easiest). FSI suggests that
normally to reach Professional Speaking (S3) and Reading Proficiency (R-3) levels, it takes
23-24 weeks (full time studying) -- 575-600 class hours.

Category III (hardest for us English speakers) included Arabic, Cantonese, Mandarin
Chinese, Japanese and Korean. These take 88 weeks / 2200 class hours.

BOOKS:
The Half Brother by Lars Saabye Christensen:
Lars Saabye Christensen's The Half Brother is an international bestseller not only because it illuminates the
complex and compelling themes of post World War II Norway, sibling rivalry, family secrets, and the mystery of
identity, but also because it is compulsively readable and irresistibly discussable. Norwegian chat-lists
have been avidly dissecting this oceanic book's many mysteries since Halvbroren's debut in 2001

Out Stealing Horses (Norwegian title: Ut og stjæle hester) Author: Per Petterson:
This masterfully written novel interweaves layers of time as it gradually reveals the truths and deceptions
behind protagonist Trond Sander's memories of the last time he saw his father in the summer of 1948.
Alternately set in a quiet village in contemporary Norway and a remote community close to the Swedish
border only a short time after the Second World War, the novel offers an achingly beautiful portrait of the
sacrifices and betrayals made by two families.
