if you have a univ degree, call your closest norwegian consulate or embassy and they will advise you
...tell you the forms to fill out....generally, if you have a degree you can come in on a specialist visa
and have 3 months to line up a job. The employer has to fill in another form, with their details and
expected salary etc. thats a start....it is renewed annually.....
In order to be given permission to work in norway, for example, you'll need to be in their "positive" list

I think the best way of getting a job there is to be a "Skilled worker/specialist", defined by them as:
"*Skilled workers/specialists are persons who have specialist training in a particular field or have special
qualifications needed in Norway. Specialist training means vocational training equivalent to at least three
years of further education, or a university degree. Special qualifications are skills acquired through practical
work experience, possibly in combination with a certain amount of training*."

if you are not comfortable writing in Norwegian, use English. A bad CV / cover letter in Norwegian is much worse than using only English.
